The emphasis on explicit degradation is excellent. It may also be useful to distinguish between permanent degradation and temporary degradation caused by delayed synchronization or unavailable services.

This section could also consider signaling when information becomes stale rather than merely degraded. Participants often need to know whether transferred information is still current, particularly when decisions depend on rapidly evolving conditions

The receipt concept is particularly strong. It may be valuable to clarify whether receipts can also represent subsequent updates or state changes after transfer, allowing participants to understand not only what moved but also whether the transferred object remains synchronized with its origin over time.

Alongside contextual information, some portable objects may also depend on temporal context. For rapidly changing information, preserving recency and update history can be as important as preserving authorship and provenance.

This section could also acknowledge that governance continuity depends on participants' understanding of how rules are interpreted after transfer. Consistent enforcement requires not only executable policies but also transparent communication of how those policies apply in new contexts

The distinction between technical connectivity and structural continuity is compelling. It may help to briefly recognize that discontinuity also affects coordination when different systems hold inconsistent or outdated representations of the same evolving information.

This framing is very clear. It may also be worth acknowledging that interoperability enables continuity not only of identity, governance, and value, but also of coordination between independent participants and systems. Shared participation often depends on maintaining a common understanding across boundaries, not simply moving objects between them.

I think this draft provides one of the clearest definitions of interoperability as continuity rather than simple portability. The emphasis on preserving identity, governance, value, and meaning across boundaries is particularly strong. One opportunity to further strengthen the property may be to consider continuity of coordination alongside continuity of objects. In many distributed environments, participants rely on shared, evolving information rather than static transfers. Explicit consideration of synchronization, update propagation, and the communication of changing state could reinforce DP7's role in supporting long-lived collaboration while remaining consistent with its existing principles.
